At the March 16 meeting of the Clark County Commissioners, Commissioner John Detrick announced that the City of Springfield Fire Rescue Division and United Senior Services is offering a Smoke Detector Installation Program. Any county resident who is 65 years of age or older and lives in Clark County is eligible for the program. Interested residents should contact Assistant Chief/Fire Marshall of the Springfield Fire Rescue Division. The number is 324-7605. Interested residents can also contact Executive Director Maureen Fagans at United Senior Services at 323-4948.

In regular business, the commissioners approved two contracts for the Community Improvement Corporation of Springfield and Clark County. The first contract for $25,000 provides funding to the Dayton Development Coalition to promote economic development in the Miami Valley region, which includes Clark County. The second for $5,000 provides funding to the Small Business Development Center, Inc. to market its services and programs and to conduct seminars. The funds cover the cost of business counselors on strategies to encourage economic development in Clark County. Both contracts are effective March 1, 2016 through December 31, 2016.

For the Department of Job and Family Services, the commissioners authorized two contracts to cover the costs of the IV-D Program. The IV-D (4-D) Program is a federal, state, and local program that collects child support from parents who are legally obligated to pay. The first contract with the Clerk of Courts, Clark County Common Pleas Court is for $75,602.51 for IV-D Clerk of Court filing services. The second contract with Clark County Sheriff’s Department for $234,334.25 provides IV-D Service of Process. Both contracts are effective January 1, 2016 through December 31, 2016.

In other business, the commissioners authorized the sale of 2.26 acres located on Enon-Xenia Road to Mad River Township for $25,000. The Engineer’s Department currently uses the property and they will continue to use it until the county can purchase a suitable replacement property. The county will reserve a proposed highway easement on the property.

Commissioner David Herier agreed to attend the First Annual Special meeting of the Southwest Ohio Commissioners and Engineers Association on March 21 to hear a presentation by Sarah Hippensteel Manager, Watershed Partnerships, of the Miami Conservancy District on Current Water Issues in the Great Miami River Valley

The commissioners also approved supplemental appropriations to transfer $15,000 from the domestic relations judicial fund to operating expenses for the Domestic Relations Department. The domestic relations judicial fund is used to cover court costs; however, additional funds were needed to cover operating expenses. The funds were not needed to cover court costs.

In addition, they established a retainage account at Security National Bank for Arcon Builders, Ltd for the Juvenile Courts Facility Courtyard Improvement Project.

The next meeting of the Clark County Commissioners is scheduled for March 23, 2016 at 8:30 a.m. in the Commissioners Conference Room at 50 E. Columbia Street.
