At the April 27, 2016 meeting of the Clark County Commissioners, the commissioners authorized a contract with Opportunities for Individual Change (OIC) of Clark County, Inc for $512,046.18. OIC will use the money to operate a Temporary Assistance for Needy Families (TANF) Summer Youth Employment Program for eligible low-income youth in Clark County by the Department of Job and Family Services (DJFS). The program will help the participants understand their strengths, determine appropriate work for their skills, teach job-seeking skill, and teach employment skills.

In addition, the commissioners approved the amendment of four existing contracts for DJFS. They increased the contract with ACT, Inc. by $34,482 to extend the contract termination date and to purchase ACT WorkKeys Assessments, Scoring and Certifications for use in the OhioMeansJobs Center effective May 22, 2016 through May 21, 2019. The new contract is worth $45,976.

They also increased the contract with Terminix by $35,220 to cover preventative sprays for bed bugs effective March 1, 2016 through March 31, 2017. The new contract is worth $49,900.

In addition, they amended two Memorandums of Understanding (MOU) for DJFS. The first MOU with Clark State Community College added new requirements to the contract. The contract amount remains at $184,167. The amendment is effective April 27, 2016 through December 31, 2017.

They also renewed a MOU with Local Workforce Development Area for 2017. The MOU worth $2,062,033 was adjusted to reflect minor budget changes. The new MOU is effective July 1, 2016 through June 30, 2017.

In other action for DJFS, the commissioners authorized a contract with Garber Electrical Contractors, Inc. and Garber Connect for $10,000 to install various wiring network drops throughout the DJFS facility from April 27, 2016 through April 26, 2017.

In addition, the commissioners accepted a Victims of Crime Act (VOCA) grant from the Ohio Attorney General’s Office for $25,142.32 for DJFS to purchase office furniture, videoconferencing equipment, computers and miscellaneous equipment and supplies for the Children’s Advocacy Center effective April 27, 2016 through September 30, 2016.

Last, for DJFS, they adopted the Prevention, Retention and Contingency Plan to address changes required by the state and federal poverty guidelines effective April 27, 2016.

For the Community Improvement Corporation CIC), the commissioners authorized a contract for $340,000 to promote and encourage economic development, to retain existing facilities, and to serve as the Clark County’s economic development agent effective January 1, 2016 through December 31, 2016.

For the Building and Grounds Department, the commissioners authorized a contract with Abell Elevator International, Inc. for $24,835 for elevator maintenance effective June 1, 2016 through May 31, 2017. The contract is eligible for two automatic renewals unless either party issues written notice of cancellation.

They also increased the contract with Rumpke of Dayton for Building and Grounds. The new contract not to exceed $50,000 requires Rumpke to remove dumpsters from locations no longer owned by Clark County and to add the County Engineer’s Office location to the list of locations serviced effective April 1, 2016.

For Planning and Zoning, the commissioners acknowledged the receipt of an Expedited Type 2 Annexation Petition for 0.461 acres in Moorefield Township to the City of Springfield. The request from Scottie and Pamela Crosby is effective April 21, 2016.

For the Emergency Management Agency (EMA), the commissioners approved the purchase of a 2016 Chevrolet Silverado 3500HD for $39,138.66 to replace a Chevrolet Silverado K2500 to pull the Mobile Incident Command Post and other EMA equipment trailers. The K2500 will be transferred to the Community Development Department.

The next meeting of the Clark County Commissioners is scheduled for May 4, 2016 at 8:30 a.m. in the Commissioners Conference Room.
