At the May 18, 2016 meeting of the Clark County Commissioners, the commissioners approved tow payments to US Bank Trust, NA for principal and interest owned on two Note Series. The first payment reduced the county debt by $3,702,484.94 for interest and principal payment for Clark County Various Purpose Improvement Note Series 2015. The projects funded by this note include sewer and water infrastructure improvements in West Enon, Park Layne and Lawrenceville.

The second payment for $5,027,222.22 was applied to principal and interest for the Clark County Various Purpose Improvement Note Series 2015-2. According to Commissioner John Detrick, “Because of our County Administrator Nathan Kennedy’s fiscal responsibility, the county has substantially reduced our debt over the last ten years.”

In addition, the commissioners adopted an amendment to the budgetary policy. The amendment more clearly established the criteria for determining whether a proposed project is suitable for monies under the Economic Development/Community Development/Capital Project fund. The Commissioners created the fund to support the creation of jobs, retail activity, commercial activity or other economic development in Clark County. The commissioners set aside $500,000 in the 2016 budget to establish the fund. They hope to continue to support the fund at the same rate every year to support projects that help Clark County grow.

The commissioners also accepted a grant from the State of Ohio, Department of Youth Services for $1,040,518.52 for operating expenses for the Juvenile Court. These expenses included probation, residential treatment, sex offender, substance abuse, mental health, diversion, electronic monitoring, life skills, work detail, family preservation, recreation, law enforcement, clinical assessment and parental support. The grant is effective July 1, 2016 through June 20, 2017.

For the Department of Job and Family Services (DJFS), the commissioners approved a contract with Fox Run Center for Children and Adolescents for $15,000 to provide foster care and residential placements effective May 18, 2016 through June 30, 2017.

For the Board of Developmental Disabilities, they approved a lease for TAC Enterprises, Inc for a vehicle to use to meet the transportation needs of individuals with developmental disabilities enrolled in programs and services for $1,200 per month effective May 18, 2016 through May17, 2017.

For Zoning and Planning, the commissioners approved an Expedited Type 2 Annexation Petition from Scottie and Pamela Crosby. The annexation involves the annexing of approximately 0.461 acres located in Moorefield Township to the City of Springfield.

In other business, the commissioners renamed the Community Development Department to Community and Economic Development Department and appointed Tom Hale as the Director of Economic Development.

They also approved a payment of $4,744 to Project Woman for first quarter 2016 marriage license fees.

In addition, the commissioners appointed members to the Dangerous and Wild Animal Response Team (DWART). The team is responsible for planning and providing support before, during, and after a dangerous wild animal emergency. The team includes Richard Lohnes, Elected Official; Lisa D’Allessandris, Emergency Management, Rod Rahrle, Fire Service and First Aid; Dustin White, Law Enforcement; Samantha Sommers, Media; Larry Shaffer, Health; Dana King, Veterinarian; Tim Harrison, Wild Animal Educator. All members will serve on the Team for three-year terms to expire June 20, 2019.

Furthermore, they authorized a contract with Diverse Residential Services, LLC, for up to $32,000 for rehabilitation specialist services for CHIP rehabs and repairs. The CHIP program assists low-moderate income (LMI) individuals for hope repairs and improvements. The contract is effective September 1, 2016 through December 31, 2018.

The next meeting of the Clark County Commissioners is scheduled for May 25, 2016 at 8:30 a.m. in the Commissioners Conference Room at 50 E. Columbia Street.
