At the June 29, 2016 meeting of the Clark County Commissioners, the commissioners approved several contracts that will address the needed road construction and paving projects for 2017. These included two contracts for the Derr Road Project. First, they approved a contract for $350,357 for construction inspection services with DLZ Ohio, Inc. They also approved a contract with Double Z Construction for $4,193,044.46 including Alternate 1 for $64,184. Deputy Engineer John Burr said, “We don’t have a schedule yet. However, this year we will redo the section of Derr Road from SR 334 south. Next we will complete the section north of SR 334.”

In addition, the commissioners awarded the 2016 Road Resurfacing Contract to A & B Asphalt Corporation for $1,443,943.74. The project will include resurfacing 29 miles of roads throughout the county. They also awarded a contract to Oglesby Construction Inc. for the 2016 Pavement Marking Project for $202,323.28.

In regular business, the commissioners approved the extension of a contract for the Department of Job and Family Services (DJFS) with Opportunities for Individual Change (OIC) of Clark County, Inc through July 31, 2016. The value of the contract $150,750 was not increased. OIC helps struggling individuals pay utility bills, find jobs, and learn new skills for a better job.

In addition, they accepted a grant on behalf of DJFS from the Dave Thomas Foundation for Adoption for $46,400 to fund a Wendy’s Wonderful Kids Adoption Recruiter effective July 1, 2016 through June 30, 2017.

For the Transportation Director, the commissioners approved a contract with Ohio Public Works Commissioner for $65,000 to provide administrative services for the District 11 Integrating Committee effective July 1, 2016 through June 30, 2017. District 11 includes Clark, Madison, Greene, Union, Champaign, Miami, Darke and Preble Counties. The Commission oversees programs that provide financial assistance to local communities to improve their basic infrastructure systems.

For the Information Systems Director, the commissioners authorized a contract with Pomeroy for $91,933.95 to upgrade the Cisco Voice Infrastructure Phone System. According to Director Kimberly A. Deniston, “The current system was installed in 2006. We have to upgrade. The current system is no longer supported. The new system includes emergency responder information and will give us the capability to provide video arraignments and video conferencing. The courts must buy the end points, but we now have the ability to provide the services.”

For the Juvenile Court, the commissioners authorized a grant submission to Victims of Crime Act (VOCA) and State Victims Assistance Act (SVAA) for the Court Appointed Special Advocates (CASA) program to fund a Volunteer Coordinator for the Juvenile Court CASA Program effect October 1, 2016 through September30, 2017. The grant application requests $40,519.11 from VOCA and $2,487.10 from SVAA to fund this position.

For Planning and Zoning, the commissioners approved the renaming of Victory’s Safety Lane to Restoration Park Drive in Mad River Township. Zoning Administrator Alan Neimayer said, “The staff recommends the name change; however, there are issues with a sign in the right of way that must be corrected. But, we believe the name change will help the tenants.”

At the close of the meeting, Joy Padgett from the Ohio Environmental Protection Agency (EPA) Outreach Office provided an overview of the programs that her office provides. She clarified that the Office of Outreach and Customer Support (OCS) operates separately from the environment enforcement branch of the Ohio EPA. Her office provides environmental assistance to customers by guiding them to financial and technical resources, providing speakers at meetings and conferences, coordinating outreach for industries and communities providing information on compliance deadliness and providing training events and resources. She said, “Our goal is to reach out to communities and business to help them understand the resources available and to guide them through the process of getting the help they need.”

The commissioners thanked her for her presentation.

The next meeting of the Clark County Commissioners is scheduled for July 6, 2016 at 8:30 a.m. in the Commissioners Conference Room at 50 E. Columbia Street.
