At the July 13, 2016 meeting of the Clark County Commissioners, the commissioners authorized four contracts and two grants worth almost $6 million for road construction projects for Clark County Roads.

First, they approved the contract with Double Z Construction Co for $4,257,228.46 for the Derr Road Widening Project. The contract is effective July 18, 2016 through July 30, 2017. This project will widen Derr Road and build a five-foot bike path on the berm to allow safer travel through the area for both motorist and bicyclists.

In addition, the commissioners authorized an inter-governmental agreement between the Clark County Commissioners and the City of Springfield for $109,100 to improve two miles of Derr Road between Villa and Moorefield Road by widening and upgrading the drainage, signage, pavement markings and installing a traffic signal. This part of the project will affect the city’s water main currently located in the county’s right of way. The city will bear the cost to relocate the water main. The agreement is effective July 13, 2016 through July 31, 2017.

They also accepted a grant from the Ohio Public Works Commission for the Derr Road Project. The grant is valued at $1,040,140.

In other construction projects, the commissioners authorized a contract with Barge Waggoner Summer & Cannon for $24,241 effective July 13, 2016. The contractor is tasked with resurfacing and berm widening along Croft Road. In addition, a five-foot bike lane will be constructed along Croft, along with left turn lane on Croft at Robert Eastman Road.

For the Newlove Road Project, the commissioners authorized a contract for the purchase of the right of way from Judy L. Yoder for $1,100.

Finally, for the Engineer Department, the commissioners accepted a grant for $525,400 to replace a bridge on Old Columbus Road. This contract is effective July 1, 2016 through July 30, 2017.

In other business, the commissioners extended the contract with the Neighborhood Housing Partnership of Greater Springfield for the Community and Economic Development Director. The extended contract supports the Neighborhood Stabilization Program and will be effective until the project is completed.

The commissioners also extended a contract for the Department of Job and Family Services (DJFS) with Oesterlen Services for Youth, Inc. No additional funds were allocated for the project; however, the contract was extended for two months through August 31, 2016.

For the Emergency Management Agency (EMA) Director, the commissioners authorized a Memorandum of Understanding (MOU) between the County Commissioners and Madison Correctional Institution to provide a Hazardous Materials Response by the Clark County HazMat Team in the case of an emergency. The MOU will be reviewed annually.

For Planning and Zoning, the commissioners acknowledged receipt of and approved an Expedited Type 1 Annexation Petition for approximately 99.59 acres in Springfield Township. Cooperative Economic Development Agreements (CEDA) between government agencies require that the annexation be approved unless a technical problem is found in the request. CEDA was established to facilitate cooperation between and among local governments to promote economic development or to provide public services to encourage further economic growth in a local community.

In other business, the commissioners appointed Walt Szczesny to the Board of Trustees of Clark County Public Library for a term to expire June 30. 2023.

Furthermore, they approved the placement of a renewal tax levy of one mill to provide funds for the Clark County Combined Health District on the November Ballot. The renewal levy will be for five years.

The next meeting of the Clark County Commissioners is scheduled for July 20, 2013 at 8:30 a.m. in the Commissioners Conference Room at 50 E. Columbia Street.
