At the August 10, 2016 meeting of the Clark County Commissioners, the commissioners completed the second part of an Inter-governmental agreement between Bethel Township, German Township, Mad River Township, Moorefield, Springfield, Village of Enon and the Clark County Commissioners to cooperate in completing the 2016 Pavement Marking project. The entities agree to pay the total local share of the cost of $1,443,943.74 for the project effective August 10, 2016 through October 31, 2016.

In addition, the commissioners authorized a change order for the Lower Valley Pike Construction Project. The new contract valued at $6,289,304.64 reflects the actual cost incurred for the construction. According to Commissioner John Detrick, “The project took longer than originally anticipated because a bridge beam was dropped during the transport of the beam to the location. A new beam had to be constructed, which delayed the project.” He also added, “County Residents should check out the finished project. The road is wider and the road condition is superior. Our engineering department did an excellent job.”

Finally, they authorized a contract for sale and purchase of the right of way from Zeus Investments, Inc. for $1,500 for the Newlove Road Project.

For the Department of Job and Family Services (DJFS), the commissioners approved the extension of the contract with Keystone Richland Center d/b/a Foundations for Living through December 31, 2017 and increased the contract value by $110,000.The new contract is for $120,000. Foundations for Living is a residential treatment center for youth 11 to 18.

They also extended the contract and increased the contract value for the contract with Seeds 4 Life, Inc. The new value of the contract is $100,000. Seeds 4 Life, Inc. helps youth achieve their full potential by teaching, leadership skills and self-respect.

In addition, the commissioners accepted a grant from the Ohio Department of Mental Health and Addition Services for $17,455 for respite services for person caring for youth under the age of 21. The contract is effective August 10, 2016 through June 30, 2017.

For the Utilities Department, the commissioners approved a contract for $10,000 per year with up to four optional renewals not to exceed $50,000 with Rumpke Waste and Recycling for general trash and wastewater grit and screening debris disposal at the Southwest Regional Wastewater Treatment Plant, (WWTP) and Utilities Service Center effective September 1, 2016.

For Planning and Zoning, the commissioners set the date and time for a public hearing to hear a rezoning case filed by Boling Investments, Ltd to rezone 11.98 acres located on the east side of Lake Road, south of Schiller in Medway. Boling requested to rezone the parcel from A-1 Agricultural District to R-4’S’ Multi-Family Residence, Specific Use. The hearing will be at 10:00 a.m. on August 24, 2016 in the Public Chambers on the fifth floor of the County Office Building at 50 E. Columbia Street.

For the Community and Economic Development Office, the commissioners approved the purchase of a used 2016 Ford Fusion from Bill Marine Auto Center for $20,210 with the trade-in of a 2007 For Ranger.

The next meeting of the Clark County Commissioners is scheduled for August 17, 2016 at 8:30 a.m. in the Commissioners Conference Room.
