At the January 27, 2016 meeting of the Clark County Commissioners, the commissioners held public hearings on two zoning cases. The first case was a request to rezone 1.33 acres at 1425 Styer Drive from O-1 Office Business District to PD-M Planned District Multiple Use. The rezoning requested by James H. Preston would allow one of the buildings at the location to be used for three one-bedroom apartments. The second building would continue to house a beauty shop at the location.

Senior Planner Alan Neimayer reported that the parking is sufficient for the rezoning; however, he recommended that the property owner erect landscape screening at the east and west ends of the existing parking area.

No owner representative was present to defend the rezoning request; however, Rodney Bagford opposed the request. He said, “There are serious infrastructure problems in the area with water and sewer. The water main breaks and causes sediment to get into the water. Additional apartments would increase the problems.” According to Bagford, the owner has already started remodeling the facility and that there are at least two residents living at the location in violation of the current zoning.

Despite Bagford’s objections, the commissioners approved the rezoning request.

The second appeal for rezoning from Kent and Joyce Swayne requested that the county approve a lot split and rezone 6.0 acres at 4992 Broadway Road from A-1 Agricultural District to AR-5 Agricultural/Residential District. The current property is 35.88 acres. The rezoning would allow the owners to split off the existing home site. Additional requests to split the remaining property are a future possibility. The commissioners unanimously approved the request.

For the Department of Job and Family Services (DJFS), the commissioners amended the contract with Marriage Resource Center of Miami Valley to change the scope of the project and update the contract budget. The value of the contract remains at $155,088 and is effective July 1, 2015 through June 30, 2017.

For the Solid Waste Director, the commissioners authorized a grant submission to the Ohio Environmental Protection Agency (EPA) for $3,000 to buy recycling containers to be used at event venues of the National Trail Parks and Recreation District. The Solid Waste District will provide a 50% match of $1,500. The grant is effective July 1, 2016 through June 30, 2017.

In regular business, the commissioners approved payments to the Clark County Sheriff’s Office for proceeds from the sale of a forfeited Mercury Marauder for $2,474.37 and the Clark County Prosecutor’s Office for $2,474.38.

They also issued Then and Now warrants for emergency purchases because of flooding at the Juvenile Center and to repair a hazardous hole in the sidewalk outside of the Municipal Court.

The next meeting of the Clark County Commissioners is scheduled for February 3, 2016 in the Commissioners Conference Room at 8:30 a.m. The commissioners will finalize the 2016 budget, revisit the rezoning request for 87+ acres at the intersection of SR 235 and Dille Road, and evaluate the bids for the Juvenile Court Construction project.
