Clark County Commissioners authorized the County Administrator Nathan Kennedy to execute a contract with Arcon Builders, Ltd for up to $324,900 for the Juvenile Court Courtyard Improvements Project. The final contract has not yet been received by the county; however, the commissioners granted the authority to sign the contract as long as it does not exceed the original bid. If the contract exceeds the bid, the commissioners will review and have final approval.

Commissioners also authorized a contract for a temporary construction agreement with the Corporation of the Presiding Bishop of the Church of Jesus Christ of Latter Day Saints for the Derr Road Project for $300.

For the Department of Job and Family Services (DJFS), the commissioners amended the contract with United Senior Services to extend the contract date and clarify the reporting requirements. The contract was extended through June 30,2016.

In regular business, the commissioners acknowledged the receipt and accepted a deed for a permanent easement for the Clark County Combined Health District located at East Home Road.

They also approved the final payment to Miller Pipeline of $298,419.15 for the 2014 Sewer and Manhole Rehabilitation Project.

Furthermore, they authorized a partnership agreement between the Clark County Emergency Management Agency and the Local Emergency Planning Commission to provide services that ensure that the county is prepared and the residents are protected as much as possible should the county experience an disaster.

For Planning and Zoning, the commissioners unanimously approved a request from Robert Cornwell to rezone 0.957 acres at 6865 W. National Road from I-1 Industrial District to R-1 Rural Residence District. The property was originally zoned residential; however, it was rezoned to industrial in the mid 1960s for a research lab for Beech Manufacturing. At one point the property contained a gas station; however, the tanks have been removed and the well is monitored each year for contamination. The water is clean, and the ground and soil have been certified as well. The property is located just outside of Donnelsville with surrounding properties all zoned residential.

The next meeting of the Clark County Commissioners is scheduled for February 24, 2016 at 8:30 a.m. in the Commissioners Conference Room at E. Columbia Street.
