The Bethel Township Trustees authorized the purchase of two LifePak 15’s Cardiac Monitors from Physio Control for $49,421.31. The monitor/defibrillator is an acute cardiac care response system designed for basic and advanced life support for patients. The new monitors replace two LifePak 12 monitors, which were outdated. The department received a $5000 rebate for the purchase. Andy Ehrhart, Township Administrator, applied for a FEMA Assistance to Firefighter Grant to cover the purchase; however, the grant was not awarded to the department.

In other actions, the trustees passed a resolution to hire Lucas Swift as a seasonal road worker from October 1, 2015 through May 1, 2016. Swift has a commercial drivers license (CDL), which helps the township to more efficiently provide road service to the township.

In addition, the trustees approved two payments for work performed for the township. First, they approved a payment of $32,378.06 to GJO Distributors & Contractors for the construction of a bathroom in Friendship Park. Second, they approved a payment of $41,080 to Access Engineering for design work on the Phoneton water system. According to Ehrhart, “The original estimate for the design work was $200,000. So far, the township has paid a total of $140,000 to the company. I expect the design work to be complete soon.”

The trustees also authorized a contract with Gessaman’s Service LLC for $3,800 to repair a culvert on Haskett Lane. The culvert has rusted out at the bottom and has caused minor road collapse in the area. Although Gessaman’s quote was not the lowest, Ehrhart chose to recommend them for the project because the other company admitted that they didn’t have time to make the repairs.

For Zoning Enforcement, the trustees passed a resolution to declare the property at 7250 SR 202 a nuisance because of high grass and noxious weeds and to allow the lien holders seven days to abate the nuisance. If the property is not cleared during the seven days, the township will correct the situation and place a lien against the property owner for the cost.

In other zoning, Jeff Green, Planning and Zoning, reported that he received two applications and issued two permits for additions to residences. The first application was for 4144 Rudy Road. The second was for 5190 Westland.

Green also received a request from Gordon Wells to decrease the road frontage requirement from 175 to 70 feet at 9060 SR 202 and to decrease the required lot size from 32,500 sq ft to 23,500 sq ft. The Bethel Township Board of Zoning Appeals will hear the case on November 19, 2015.

In zoning enforcement, Green addressed seven complaints of zoning violations. At 5195 Westland, he issued three complaints for violations: building without permit, junk cars, and junk and debris. At 5264 US 40, he cited the property owner for junk and debris, and running an illegal business. He issued citations for illegal signs at the intersection of SR 571 and SR 202 and at the intersection of Palmer and SR 571.

For the Fire Department, Ehrhart reported that the department made 31 runs between October 9, 2015 and November 7, 2015. Over half of the calls were for emergency medical services.

The next meeting of the Bethel Township Trustees is scheduled for November 24, 2015 at 7:00 p.m. in the township meeting room.
