At the August 3, 2016 meeting of the Clark County Commissioners, the Juvenile Court requested that the commissioners approved two change orders for the Juvenile Court Construction project. The first request was to add secured doors on the bathroom at a cost of $70,000. This request is necessary to ensure the security and safety of the inmates in the facility. In addition, they requested $15,000 to purchase furniture and a sound system for the area. According to Commission John Detrick, there has been a 35% cost overrun for the construction project over the original estimate. The courts requested the increase because the county owns the building. However, Commissioner Richard Lohnes said, “We have done what we said we would do. The court can buy the furniture.” Nevertheless, the commissioners agreed to provide $35,000 toward the cost of the security doors.

Detrick added. “The juveniles are the fastest growing population in our court system.”

For the Engineering Department, the commissioners authorized an Inter-governmental Agreement between Bethel, German, Harmony, Mad River, Moorefield, and Springfield Townships, and the Village of Enon and the Clark County Commissioners to share the cost of the 2016 Road Resurfacing Projects. The entities agreed to share the $1,442,943.74 cost for the project. Because of the cooperation, the participants save approximately 15 %.

The commissioners also authorized a settlement agreement with Paul Wright for the purchase of the right of way for the Lower Valley Pike Construction project.

In other business, the commissioners appointed Tim W. McDaniel EHS Manager for Navistar to the Local Emergency Planning Committee (LEPC) for a term to expire August 14, 2017.

They also approved the amendment of the Clark County Personnel Manual to provide compensation for non-exempt employees for being on-call for emergencies after normal shift hours.

In addition, they passed a resolution authorizing the issuance of Higher Educational Facility Revenue Bonds not to exceed $55,000,000 for Wittenberg University. The bonds will be used to finance or refinance facilities, refund capital leases, finance and refund education, athletic, student housing, dining, administrative, parking and utility facilities, and pay the cost of financing these bonds at Wittenberg. The bonds do not constitute any debt or indebtedness for Clark County.

The next meeting of the Clark County Commissioners is scheduled for August 10, 2016 at 8:30 a.m. in the Commissioners’ Conference Room at 50 E. Columbia Street.
