At the request of the Clark County Engineer, the Commissioners authorized the acquisition of the right of way for properties on Derr Road owned by Douglas A. Brandle, Christopher A. Watkins, Local #402 Club Building Company, Inc. and Robert H Myers. According to Commissioner John Detrick, the project, sponsored by the County Engineering Department “is an excellent project. Derr Road is one of the busiest in the county and will be widened from Villa Road to Moorefield. In addition, to a turn lane, the project includes the creation of a bike path on the east berm of the road.” Detrick noted that the commissioners’ office is a pass through agency and is not funding the project itself.

Commissioners also acknowledged the unit price bids for gravel, ready mix concrete and reinforced concrete pipe for 2016 for the County Engineer. Barrett Paving Materials, Inc., Enon Sand and Gravel, Martin Marietta, and Mechanicsburg Sand and Gravel submitted bids for gravel. Piqua Concrete Co., Bryce Hill, Inc., and Ernst Enterprises Inc. submitted bids for ready mix concrete. Forterra Pipe & Precast submitted a bid for reinforced concrete pipe. Multiple unit price contracts are needed for these materials because of the price and size variations needed based on job location and material availability.

Commissioners accepted a grant for the Juvenile Court Administrator for $10,000 plus a $1,000 match from the Ohio Department of Youth Services. This Juvenile Accountability Block Grant is to purchase equipment for a notification system. The grant is effective from January 1, 2016 through December 31, 2016.

In addition, the commissioners acknowledged bids for the Clark County Juvenile Court Courtyard Improvement Project. The bids include Arcon Builders for $324,000, C&N Contractors for $336,000 and Churchill McGee of Ohio for $336,999. Although all three bids exceed the architect and engineer estimate of $305,799.78, none of the bids exceeded the estimate by more than 10%. If the bids had exceeded the estimate by more than 10%, the bid would have been automatically disqualified. The bids have been referred to staff for further evaluation.

For Zoning and Planning, the commissioners set Wednesday, January 27, 2016 at 10:00 a.m. to hear two rezoning requests. The first request filed by James H. Preston requests that 1.33 acres at 1425 Styer Drive be rezoned from O-1 Office Business District to PD-M Planned District Multiple Use. The second request from Kent and Joyce Swayne is to rezone 6.0 acres at 4992 Broadway Road from A-1 Agricultural to AR-5 Agricultural/Residential District.

The commissioners also addressed all of the beginning of year organizational requirements of the Board.

Every year the Clark County Commissioners, in addition to their jobs as commissioners, serve on various state and local advisory boards and councils throughout the community. For 2016, Commissioner Richard Lohnes has agreed to serve on the following boards: The community Improvement Corporation, Investment Advisory Board, Data Processing Board, County Planning, Board of Revisions, Defense Base Closure and Realignment Commission (BRAC), Superfund Amendment Reauthorization and the State Emergency Repose Commission, Criminal Justice Council, Audit Review Committee Official Representative to the County Commissioners Association of Ohio, and OhioMeansJobs.

Detrick has agreed to serve on Community Improvement Corporation, County Planning, BRAC, Area Agency on Aging, Region 2, Community Housing Resource Board, Alternate Representative to the County Commissioners Association of Ohio, and the Clark County Land Reutilization Corp.

Commissioner David Herier has agreed to serve on the Investment Advisory Board, County Planning, Housing Advisory Committee, Clark County Certified Development Corp, Solid Waste Management Policy Committee, Clark County Emergency Food and Shelter Board (FEMA), Fair Housing, Reentry Coalition, Executive Committee, and the Clark County Land Reutilization Corp.

County Administrator Nathan Kennedy serves on the Data Processing Board and the Audit Review Committee. Clerk Megan Lokai also serves on the County Records Commission and Microfilm Board.

According to Detrick, “Many of these organizations provide excellent services to the community.”

The commissioners elected Lohnes as President of the Board of Clark County Commissioners for 2016. Detrick will act in his absence. The final organization action the commissioners approved was the schedule for regular commission meetings for the year. The commissioners are scheduled to meet every Wednesday at 8:30 a.m. for the informal sessions followed by the formal meeting at 10:00 a.m. In addition, they established the Quarterly Special Investment Advisory Meetings to be held at 10:00 a.m. on Thursdays April 21, 2016, July 21, 2016, October 20, 2016 and December 15, 2016.

The next regular meeting of the Clark County Commissioners is scheduled for January 20, 2016 at 10:00 a.m. in the Commission Offices at 50 E. Columbia Street.
