On February 1, 2018, the Clark County Dog Warden was dispatched to the alley behind the water tower between Adams and Church Streets for a report of a very skinny dog.
The warden arrived to find a severely emaciated yellow Lab. Two witnesses reported that the dog belonged to Heather Nabil, of Ohio Street.
The Clark County Sheriff’s Department produced body camera footage from an incident on August 30, 2017 showing the dog in the back yard of Nabil’s home.
Deputies at the time questioned Nabil about the dog’s condition, and she informed deputies that the dog had cancer. The dog was seen by a vet on January 31, 2018 and blood work ruled out cancer as a cause of the dog’s condition.
One of the witnesses had taken the dog into her home, and within a week of normal access to food and water, the dog had gained over 6 pounds.
Nabil was charged with Cruelty to a Companion Animal, Confinement of Dogs and Failure to Register a Dog.
